Dogs wander temple grounds all over the Kingdom. For centuries, temples have been sanctuaries for every kind of animal. Monks take the First Precept seriously, and extend a welcome to all living creatures. The creatures know it. The average Thai likes dogs and cats well enough, but pets mostly live outside.
Pets are treated kindly but not fawned over. Thais reserve that kind of attention for other humans.
You'll look long and hard in Thailand to find a Puppy Boutique for that special trim, or a specialty shop that prepares four-dollar treats just for your kitty. There are no dog therapists, either.
On the other hand, Thai police have cracked down hard on dog smuggling from Laos into Viet Nam, and the hundreds of rescued canines live in relative comfort at a shelter in Nakon Phanom Province. Seems Thais are very serious about respect for life, even stray dogs, but they also maintain a sense of proportion, living small.
